Kenyan camp sees influx from Sudan, South Sudan

KAKUMA, Kenya, March 27 (UNHCR) – When Kakuma camp was first set in 1992, it hosted thousands of refugees fleeing the civil war in Sudan. Twenty years later, the refugee camp in north-western Kenya is now filling up again with a new influx of people fleeing conflict in parts of South Sudan and Sudan.

More than 4,500 people have arrived in Kakuma camp so far this year, over 76 per cent of them from South Sudan and Sudan. Many said they fled the recent communal violence in South Sudan's Jonglei state, citing indiscriminate killings, cattle theft and the burning of houses as reasons for fleeing. Families were reportedly separated in the chaos. Some reported that their villages in Jonglei were completely abandoned. Others said they left South Sudan as they were afraid the violence might spread.

"I fled from Duk in Jonglei when I heard gunshots in the dead of the night," said a woman who fled with nine children. "Revenge attacks in our village targeted women and children. We walked for several days to Juba and a Good Samaritan assisted us with transportation to Kenya."

Among the recent arrivals in Kakuma are also people from Sudan's South Kordofan state, where fighting has been raging for months between the Sudanese Armed Forces and Sudan People's Liberation Movement-North. Some fled first to South Sudan, but moved further south towards Kenya when border areas came under attack.

"Most of the asylum-seekers arrived in Kenya on foot or in vehicles," said Guy Avognon, who heads UNHCR in Kakuma. "Some said that they walked for two to three months to get here, and left their elderly behind as they could not complete the arduous journey."

The new arrivals are being hosted at Kakuma camp's reception centre, which has a capacity for 700 people but has at times housed more than 1,600 new arrivals during the past weeks. UNHCR has been able to decongest the centre by fast tracking registration and moving new arrivals to the camp, where they are provided with food rations and relief supplies.

"If the current pace of arrivals continues, Kakuma camp will likely reach full capacity by June," said Avognon. "We need to take urgent action to address this influx, including expanding camp settlement areas and increasing capacities and resources to assist these newcomers."

UNHCR will eventually assess their eligibility for refugee status.

As of mid-March, there were a total of 91,140 refugees and asylum-seekers in the 20-year-old camp, which can hold up to 100,000 people. Somali refugees account for just over half and Sudanese and South Sudanese are one-third of the total camp population. The remaining refugees come from 10 countries including Burundi, the Democratic Republic of the Congo and Ethiopia.

UNHCR honoured by Bangladesh for helping millions in 1971 conflict

DHAKA, Bangladesh, March 27 (UNHCR) – The government of Bangladesh on Tuesday honoured the UN refugee agency for providing life-saving aid to some 10 million refugees during the 1971 war of independence from Pakistan.

At a ceremony in Dhaka attended by President Zillur Rahman, Prime Minister Sheikh Hasina and other dignitaries, UNHCR was among several international organizations and dozens of individuals named as "friends" of Bangladesh during the 1971 independence conflict.

"UNHCR appreciates the recognition," said Craig Sanders, UNHCR's Representative in Bangladesh, who received a certificate and a plaque. "It's been a strong partnership between UNHCR and the government of Bangladesh over the years, and we look forward to continue working closely."

In late March 1971, the former East Pakistan declared independence from West Pakistan. During the ensuing violence and repression, some 10 million civilians fled into neighbouring India and a massive relief operation was launched.

UNHCR was, for the first time in a humanitarian crisis, chosen to act as general coordinator for all UN assistance. As "focal point," the refugee agency's tasks included mobilization of international support and funds, procurement and delivery of relief supplies to India, and coordination with the Indian government, which organized the distribution of these supplies. It was a pivotal moment in UNHCR's history.

Meghna Guhathakurta was among the millions displaced in 1971, when she was 15, and says the experience made her want to help refugees. Her father died of gunshot wounds and she and her mother had to hide during the following nine months.

Today she heads Research Initiatives Bangladesh, an implementing partner for UNHCR in Cox's Bazar, where some 30,000 Rohingya refugees from Myanmar live in two camps. "I feel I understand what they want. They just want to be able to do ordinary things as other ordinary people do, going to school or cultivating their lands," Meghna said.

There are an additional 200,000 unregistered persons of concern from Myanmar in Bangladesh. UNHCR also advocates for these people.

Asylum claims in industrialized countries up sharply in 2011

GENEVA, March 27 (UNHCR) – A report released on Tuesday by the UN refugee agency shows that new conflicts and a rising outflow from older crisis spots such as Afghanistan together contributed to a 20 per cent rise in asylum claims in industrialized countries in 2011.

UNHCR's report, "Asylum Levels and Trends in Industrialized Countries 2011," says that an estimated 441,300 asylum claims were recorded last year compared to 368,000 in 2010. The report covers 44 countries in Europe, North America, Australasia and north-east Asia.

In relative terms, the largest increase was in southern Europe, which saw 66,800 asylum claims – a jump of 87 per cent. Most of these claims were from people who arrived by boat in Italy and Malta, but with a sharp increase also seen in Turkey.

"The large number of asylum claims clearly shows 2011 to have been a year of great difficulty for very many people. We can be thankful only that throughout this the international system of asylum has held firm," said UN High Commissioner for Refugees António Guterres.

"Still, it is important to put these figures in perspective. The number of asylum claims received across all industrialized countries is still smaller than the population of Dadaab, a single refugee camp in north-east Kenya," he added, referring to a camp complex for Somali refugees.

Taken as a whole, the 38 countries of Europe together registered 327,200 claims, more than any other region and a 19 per cent increase over 2010. North America received 99,400 claims, almost a quarter more than the total a year earlier. Japan and the Republic of Korea registered a record 2,900 claims, a 77 per cent increase over 2010.

Only the Nordic countries and Australasia saw asylum-seeker numbers declining, with falls of 10 per cent (45,700 claims) and 9 per cent (11,800 claims) respectively.

Reflecting turmoil in West Africa and in the Arab world, asylum-seekers from Côte d'Ivoire, Libya, Syria and other countries reached record levels in 2011 with 16,700 more claims than in 2010.

The country of origin of the largest number of claimants was Afghanistan, with a 34 per cent increase over 2010 to 35,700. China remained the second largest source country (24,400 claimants), followed by Iraq (23,500).

The United States, with an estimated 74,000 claims, ranks as the country with the highest number of asylum applications in 2011 among the 44 countries covered by the report. Globally, however, the country with the highest number of asylum applications is South Africa (not covered by the report), which saw 107,000 claims between January and December 2011.
