16 Days of Activism: UNHCR chief pledges new initiatives to end violence against women

GENEVA, November 25 (UNHCR) – UN High Commissioner for Refugees António Guterres on Friday reaffirmed his agency's commitment to the prevention of violence against displaced women and girls while stressing the scale of the problem and pledging a new initiative in 2012 to address it.

"We have a long way to go," he told staff gathered in the atrium of UNHCR's headquarters building in Geneva at the start of the annual 16 Days of Activism Against Gender Violence, an international campaign originating from the first Women's Global Leadership Institute in 1991.

In a separate message to mark the campaign, Guterres also outlined progress in several areas since UNHCR launched the High Commissioner's Five Commitments to Refugee Women in 2001, when the agency had only just issued its first guidance on combatting sexual and gender-based violence.

"Women were hardly represented in camp management. Registration, documentation and food distribution were not individual, but given to the head of household – usually a man. Sanitary materials were not part of the standard assistance package," he wrote, while adding: "We have come a long way since then, but our achievements against the Five Commitments also highlight how much remains to be done.

Last year, among other relevant statistics, 83 per cent of people of concern living in refugee camps who reported sexual and gender-based violence cases were referred for assistance. In urban settings, this was the case for 97 per cent of reported cases. Meanwhile, men and women were represented equally on one third of refugee camp committees; more than half of refugee women and girls received sanitary materials; and in the majority of refugee camps, women comprised at least half of the food distribution representatives.

"Hundreds of thousands of women are subjected to brutal acts of violence every year, and to help prevent this from happening must remain one of our highest priorities," the High Commissioner said. He told staff that special projects will be launched in 2012 to help prevent and respond to sexual and gender-based violence. "It's a corporate priority," he added.

"The 16 Days of Activism are an opportunity to underscore our commitment, but it is clear that our response – personal as much as collective – cannot be confined only to these 16 days," Guterres said.

UNHCR offices around are organizing activities to mark this year's campaign, whose theme is: "From Peace in the Home to Peace in the World." The focus will be on combatting violence against women and girls both outside and inside their homes, highlighting the positive role that men and boys can play in this endeavour.

Staff will also be doing their part to oppose violence against women through an interactive art activity, creating peace quilt homes. These will be constructed with individually-designed quilt squares depicting words and images that people will associate with the idea of peace in the home.

The 16 Days of Activism will run through to International Human Rights Day on December 10. As in past years, UNHCR will also be highlighting the work of the White Ribbon Campaign, an initiative begun by men to encourage their male peers to never commit, condone or remain silent about violence against women. People are invited to wear a white ribbon, signifying this pledge.

UNHCR News Story: Statelessness: UNHCR urges Britain to ensure rights of the stateless

Statelessness affects people all around the world. An image of a stateless woman in Ukraine taken by Greg Constantine, whose photos are on display at London's Royal Albert Hall.

Statelessness: UNHCR urges Britain to ensure rights of the stateless

LONDON, United Kingdom, November 24 (UNHCR) – The UN refugee agency has called on the British government to do more to help stateless people in the United Kingdom and to ensure that their human rights are respected.

"Although statelessness is a global problem, it appears in the UK as well," Roland Schilling, UNHCR's representative to Britain, said earlier this week in London at the launch of the landmark new report, "Mapping Statelessness in the UK."

Schilling called upon the UK government "to address the challenge of statelessness and to ensure that the human rights of stateless people on UK territory are not infringed."

Although the exact number of stateless people in the UK is not known, about 200 people each year are recorded as stateless. Those who are not granted any kind of status are left in limbo, with no right to stay in the UK and no other country to which they can return. "This report maps their situation and recommends practical steps on how to find a solution for them," Schilling said.

Conducted by UNHCR and the British charity Asylum Aid to mark the 50th anniversary of the 1961 Convention on the Reduction of Statelessness, the report looks at the number and situation of stateless people living in the UK and recommends legal solutions to the plight of the stateless.

UNHCR and Asylum Aid interviewed many stateless people who were forced to live on the street, with no accommodation and no right to remain in the UK, but with no other country to which they can turn for help. The research also uncovered stateless people who had been held in detention for months or separated from their spouses and children for many years – in some cases, for more than a decade.

The report includes the voices of stateless people such as Tauy from Belarus, a government critic who came to the UK in 2002 and claimed asylum without success. The 59-year-old had exhausted his appeal rights by 2005, but he could not even leave the country because he could not establish entitlement to Belarusian or any other nationality.

"Give me a travel document and I will leave immediately – you will not see me again. If I am undesirable here, then okay but allow me to go out," he told interviewers. "I am stateless."

The report finds that the stateless live at daily risk of human rights infringements. Many are trapped in a nightmarish legal limbo from which there is currently no escape. Being stateless is likened by one interviewee to being "a bird with nowhere to rest on the ground, but which can't spend his whole life in the sky."

The human cost of statelessness is immense. Tauy has not seen his four children for more than 10 years. "My life started in the Soviet gulag and now I have ended up stuck in this gulag," he said.

UNHCR, which has a mandate to protect the stateless, estimates that there are up to 12 million stateless people in the world. The refugee agency in August launched a global campaign to promote action against the scourge of statelessness and to encourage more states to accede to the two UN statelessness Conventions.

"These people are in desperate need of help because they live in a nightmarish legal limbo," High Commissioner for Refugees António Guterres said at the time. The problem is particularly acute in Southeast Asia, Central Asia, Eastern Europe and the Middle East.

Because stateless people are technically not citizens of any country, they are often denied basic rights and access to employment, housing, education, and health care. They may not be able to own property, open a bank account, get married legally, or register the birth of a child. Some face long periods of detention, because they cannot prove who they are or where they come from.

"Mapping Statelessness" is the first research of its kind to ascertain the extent of the problem in the UK. The report launch is accompanied by a photographic exhibition by award-winning photographer Greg Constantine, "Nowhere People: the Global Face of Statelessness," which will be shown at London's Royal Albert Hall until December 5.

UNHCR News Story: UNHCR chief Guterres warns of security, displacement threats from climate change

UNHCR News Story: UNHCR chief Guterres warns of security, displacement threats from climate change

Climate is a growing cause of displacement in Africa, where some areas have been devastated by drought.

UNHCR / B. Bannon / August 2011

UNHCR chief Guterres warns of security, displacement threats from climate change

NEW YORK, United States, November 22 (UNHCR) – UN High Commissioner for Refugees António Guterres today warned the UN Security Council in New York of the growing threat to international peace and security from climate change and its interaction with other mass displacement factors.

Addressing the Council members, Guterres said climate change was fuelling the scale and complexity of global displacement. He also cautioned against viewing climate change in isolation from other global megatrends such as population growth, urbanization, and growing food, water and energy insecurity.

"There is little value in posing the simplistic question, how many people are going to be displaced by climate change?," he said. "Instead, we should be addressing the more complex issue of the way in which global warming, rising sea levels, changing weather patterns and other manifestations of climate change are interacting with, and reinforcing, other global imbalances, so as to produce some very powerful drivers of instability, conflict and displacement."

Guterres listed declining farming possibilities in developing countries, and competition for scarce resources such as water and agricultural land, as potential causes of both displacement and conflict.

He also spoke of risks to citizenship among people forced to abandon their small island states due to rising sea levels, and the increasing evidence of a relationship between climate change and flooding and other natural disasters – which by one estimate displaced more than 40 million people in 2010.

"The process of climate change and its role in reinforcing other global imbalances constitutes an important threat to peace and security," he said. In a world that is becoming smaller and smaller, and which for the first time is facing physical limits to economic growth, that threat can only grow.

Guterres called on the Council members to take immediate steps to limit the extent to which climate change acts as a driver of conflict and displacement. He said it was imperative for the international community to establish a support programme to help poorer countries adapt and cope.

And he urged the international community to formulate and adopt a set of principles to help people forced to leave their country as a result of catastrophic environmental events but who may not otherwise meet the requirements necessary to be recognized under international law as refugees.

"Providing such support is a humanitarian imperative. But it is also our common interest," Guterres said. "If climate change goes unchecked, and if we fail to find sustainable solutions for displaced populations, we will be creating the conditions in which further breaches of international peace and security are certain to take place."
